Garymanders

It’s the start of a new decade and the Posicratic and Neglican parties must draw electoral districts in their respective dimensions. Each party must draw 5 equally populous districts which will last a whole decade. They’ll then take turns campaigning before the biannual congressional elections to determine how many elections they win. The parties hold elections in two separate dimensions, but the constituents exist in both dimensions simultaneously, so changing a vote in one dimension will impact the other dimension’s election.  Who can gain more votes to be the prime dimension next decade?
